के सी शेर अष्टिन, टेक्सास अमेरीकामा पत्नीको वियोगमा बिक्षिप्त बनेका एक नेपालीले आत्महत्या गरेका छन् । गत वर्ष ग्राहक बनेर आएका एक बन्दुकधारी लुटेराले आफ्नै ग्यांस स्टेशनमा गोली हानेर पत्नी समिराको हत्या गरेपछि विक्षिप्त बनेका पती नवराज सिवाकोटीले आफुलाई सम्हाल्न नसकेर आत्महत्यादुई नावालिका छोरीका बुवा नवराज आइतबार टेक्सासको ओक्लोहोमा भन्ने ठाउंमा सिकिस्त अवस्थामा फेला परेपछि एअर एम्बुलेन्स मार्फत प्लानो भन्ने अस्पतालमा पर्याइएपनि उपचार सम्भव नभएपछि उनको मृत्यु भएको बताइएको छ । भाई नवराजले आफुलाई सम्हाल्न नसकेपछि आत्महत्याको बाटो रोजेको उनका दाजु बिष्णुले बुधबार दाहसंस्कार कार्यक्रमका क्रममा उपस्थित नेपालीहरुलाई जानकारी गराएका थिए । भाउजुलाई अबेर फर्कन्छु भनेर घरबाट निस्किएका नवराज नफर्किएपछि खोजतलासका क्रममा ओक्लोहोमामा शिकिस्त अवस्थामा भेटिएका थिए । करिब एक दसक अघि नेपालको दोलखाबाट अमेरीका आएका नवराज गत वर्षको जुन १० तारिखको बिहान टेक्सासको डेन्टनको दि कोलोनीमा लुटेराले आफ्नै ग्यांस स्टेशनमा पत्नी समिराको गोली हानेर हत्या गरेपछि मानसिक तनावमा रहेका थिए । मृतक नवराजका दाई तथा आमा वुवा समेत अमेरीकामै छन् । आमा तथा वुवा दुबैको निधन भएपछि टुहुरा बनेका दुई र साढे तिन वर्षिया छोरीलाई नवराजका दाजु बिष्णुले जिम्मा लिंदै कुनै कमी हुन नदिने बताएका छन् । बुधबार नवराजको दाहसंस्कार कार्यक्रममा दाई बिष्णुले घटनाबारे जानकारी गराइरहंदा सहभागी नेपालीहरु सबैका आंखा रसाएका थिए । गरेका हुन् ।

The Election Commission (EC) has prepared a draft bill with the provision not allowing the temporary voters to cast votes in the election of provincial assembly. The draft, however, has a provision to allow them to cast vote in the House of Representatives. The EC has made the provision in the draft prepared for provincial assembly member election that the voter, whose name has been registered in the voters list of any village body or municipality of any constituency, can cast vote only there. At a programme organised by the EC to collect suggestion of political parties on the bill here today, political parties did not give any suggestion on the provision. Increase threshold: Big parties Leaders of the big political parties, who participated in the discussion, suggested the EC not to make provision of same ‘threshold’ for the House of Representatives and the provincial assembly. The EC has made provision of 1.5 per cent threshold in both assemblies in the draft. Representatives of Nepali Congress and CPN (UML) suggested to make provision of at least five per cent threshold in the House of Representatives and seven per cent in the provincial assembly. NC central member, Min Bahadur Bishwokarma, suggested the EC to increase the threshold, manage the election fund, arrange for certain grant for encouraging women candidates in the direct election system and declare special electoral constituencies. On the occasion, CPN (UML) leader, Raghuji Pant, called for 10 per cent threshold in parliament and seven per cent in provincial assembly for sake of a stable government. Nepal’s Prime Minister Prachanda today said he is committed to amend the Constitution to address the demands of all indigenous communities of the country including the Madhesis.Addressing a programme organised by the Nepal Federation of Indigenous Nationalities here to mark the 22nd International Day of the World’s Indigenous People, the Prime Minister said, “the government would try to implement the Constitution in a way that all the oppressed ethnic communities and indigenous people would feel their ownership in it.” He said he is committed to make the Constitution acceptable to all people through amendment to it.The government is working towards forging a national consensus towards that direction, he added.The Madhesis and various indigenous nationalities have been demanding the identity based federalism to be incorporated in the statute, that was promulgated in September last year. The Madhesi parties had led the six months-long agitation, mainly to protest against the seven-province federal model enshrined in the Constitution.The protests by Madhesis, mostly of Indian-origin, had also disrupted the supplies of petroleum products and cooking gas among other essentials to Nepal

CPN-Maoist Centre Chair Pushpa Kamal Dahal ‘Prachanda’ has conceded he made a mistake by going it alone instead of taking the party rank and file into confidence while deciding to replace the KP Sharma Oli-led ruling coalition. Prachanda’s self-criticism comes amid criticism from Maoist leaders, including Narayan Kaji Shrestha, Top Bahadur Rayamajhi and Shakti Basnet. The Maoist supremo ate the humble pie at the party headquarters’ meeting on Sunday, effectively putting a debate to rest. At the meeting held at his Lazimpat residLeaders, including Shrestha, Rayamajhi and Basnet, had criticised Prachanda for taking a decision on replacing the Oli government without discussing the matter in the party. Party leaders were not on the same page over leaving the Oli government. But leaders claimed after Sunday’s meeting that they have reached an understanding on continuing discussions on the party’s decision and implementing the same unitedly. Maoist leader Agni Sapkota told Onlinekhabar: Prachanda, Narayan Kaji and Badalji (Ram Bahadur Thapa) have reached an understanding. They have agreed to move ahead by making institutional decisions. At the meeting, Prachanda had briefed the participants about latest political developments, according to Sapkota. Maoist Chair Prachanda also informed the meeting about his discussions with experts on constitution, on Saturday.ence, Prachanda pledged to move ahead by making institutional decisions.

I was not born blind. I got an eye allergy and when I went to the doctors, they gave me the wrong medicine because of which I developed glaucoma in my eyes. By the age of 16, I was completely blind.

How bad was the situation?

In the initial phase, losing my sight was not easy. I was completely shocked. It took me a while to accept that I was blind—I was in denial. My family took me to the hospital plenty of times and that kept my hopes up. But it was actually the questions that the society raised that made me uncomfortable: like I would’t have a career now, I wouldn’t be able to work and that my life was completely over. It made me extremely insecure and I started doubting myself and wondered if what people were saying were actually true. But I started feeling that my sight wasn’t that important anyway; I decided to never let my blindness be an excuse.

What was one of the biggest challenges you faced after you lost your sight?

Continuing on with my education was the biggest challenge of all. Private colleges refused to give me a place in their institution. So, when I finally joined Padma Kanya in Dilli Bazaar, I knew that I had to give it all that I had. I wanted to prove everyone wrong and show them that being blind does not mean I’m stupid. I became the college-topper in my intermediate level—I topped the TU Board. I also managed to get the top spot in my bachelors; in fact, I topped all of Nepal in Nepali Literature and won a gold medal, which was presented to me by the then Prime Minister.

The number of Nepali migrants leaving for jobs to foreign labour destinations dropped in the last fiscal year 2014-15, after a continuous rise in the previous five fiscal years. The decline is attributed to the impact of the devastating earthquakes in April and May and the ongoing row regarding the free visa and ticket provision.A total of 527,814 individuals had left the country for jobs in the fiscal year 2013-14. The number of workers opting for foreign employment dropped this year after the earthquakes as they had to stay back at home for reconstruction works. “This figure came down further after July 6, as manpower agencies started an indefinite strike against the free visa and ticket rule,” an official at DoFE said. The free visa and ticket provision implemented for seven major destinations — Malaysia, Qatar, Saudi Arabia, the United Arab Emirates, Kuwait, Bahrain and Oman — requires employers of the respective countries to bear the cost of visa and air ticket for hiring workers from Nepal. This heavily reduces the financial burden on outbound workers. However, manpower agencies are in protest citing that the provision needs further homework and consultations with labour receiving countries.

The Gorkha National Liberation Front has threatened to launch a movement if the Gorkhaland Territorial Authority fails to start repair work on the bridge and roads connecting Lohagarh and other villages under Mirik. The GNLF, at present believed to be close with chief minister Mamata Banerjee after party chief Mann Ghisingh’s recent Kolkata visit, said that if the GTA fails to start repair work, they will be forced to ask the state government to intervene.

The Development Committee under the Legislature-Parliament today issued instructions the government authorities to introduce a regulation for effective implementation of the Public Procurement Act (PPA). The regulation has continued to remain on hold at the Office of the Prime Minister and Council of Ministers. The Committee has asked the government to hold consultations with different sides to draft the regulation which is necessary for enhancing the quality of public procurement works, accountability and timely completion of the undertaking. The Committee meeting presided over by its President, Rabindra Adhikari, instructed the Ministry of Federal Affairs and Local Development and Ministry of Physical Infrastructure and Transport in order to facilitate the completion of the public construction tasks in stipulated timeframe and make construction entrepreneurs more responsible. The meeting also directed the two ministries to expedite effective monitoring of three Cs – ‘client, construction and consultancy’ – and not allow the shortage of materials to hit public construction ventures. Federal Affairs and Local Development Ministry’s Secretary, Mahendra Man Gurung, said the Ministry had mobilized a team to monitor the public construction works. Physical Infrastructure and Transport Ministry’s Secretary, Arjun Karki, spoke against delaying the introduction of public purchase regulation. Department of Local Infrastructure Development and Agricultural Roads (DoLIDAR) General Director, Ram Krishna Sapkota, said the public works undertaken at central and local levels tended to be different in nature, and added that it was necessary for the construction entrepreneurs to complete their works by remaining responsible.

A helicopter of the Fishtail Air crashed in Nuwakot, killing all seven onboard including a pilot and an ill infant. The chopper with the call sign 9 N- AKA was ferrying the five-day-old child to the capital for treatment. Posted by Anup Baral August 5th, 2016 :The government has decided to withdraw the proposal made by the former CPN-UML Chairman KP Sharma Oli-led government recommending the names of 14 individuals of political careers as the ambassador to various countries. The decision was made by today’s meeting of the Council of Ministers. However, the hearings of other government career diplomats of the Ministry of Foreign Affairs (MoFA) proposed by the former government for the post of ambassadors to various countries has been completed. Likewise, the hearings of some government employees serving in the MoFA is scheduled to take place at the Parliamentary Hearings Special Committee (PHSC) today. With this, of the total 22 names proposed by previous government for the position of ambassadors to various countries, only eight government employees of diplomatic careers will be approved to hold the positions. Likewise, the meeting also decided to provide one million rupees as compensation each to the family of those killed during Tarai-Madhes and Tharuhat movements, said Deputy Prime Minister and Finance Minister Krishna Bahadur Mahara. Similarly, the concerned political parties would help in the identification of the family of those killed during the movements and the Home Ministry will provide compensation to cover the bills provided by the hospitals providing treatment to those injured in the movements, he said. “The treatment bills should be submitted to the Home Ministry in coordination with the concerned political parties for the release of money to pay the bills,” DPM Mahara added. In case the injured were treated on his or her own, the Home Ministry will submit the estimated treatment bills submitted by the concerned political parties to Cabinet for the further due process, he said. Similarly, the meeting decided that the concerned ministry will prepare the details, within a week, of those languishing in various prisons for various cases including violations during the movements and those against whom various cases have been filed in connection with the movements to release and withdraw their cases, Mahara said. The meeting also took a decision to collect details of those remained rendered as disabled during the movements, within two weeks. The Home Ministry is also asked to initiate the due process to form a commission to probe violations like arsons and vandalisms reported during the movements within a week and submit the report to the Cabinet. Likewise, the meeting also decided to provide Rs 1,000 in cash each to those all people from Karnali and Dalit community from around the country, who come forward to register their newborns. NOC officials have attributed the increase in profits due to decrease in fuel prices in the international market. NOC had earlier been suffering from losses due to the government’s decision to not hike fuel prices. NOC currently bears losses in cooking gas and diesel whereas it makes profit on petrol and aviation fuel. In the month of April, NOC’s losses stood at Rs 160 million. NOC is expected incur losses of Rs 33.8 million in June due to the rise in US Dollar. NOC imports fuel and cooking gas from Indian Oil Corporation (IOC). The Indian supplier is the sole provider of petroleum products. The government has recently allowed private companies to import fuel products. NOC’s total debt is around Rs 20 billion.
